White House handbook for selling health plan

WASHINGTON - A briefing book on the Clinton administration's planned health care reforms, which the White House distributed to Democratic members of Congress last week, contains strongly worded - if vague - rhetoric that promises to aggressively control health care costs, including some prescription drug prices.
